Hailar District (China)

Hailar is twinned with the city of Chita from 1992. Hailar District lies between latitude 49°06'N — 49°28'N and longitude 119°28'E — 120°34'E. It is in the southwest of Hulunbeier City and northeast of Inner Mongolia Autonomous Region where The Great Xingan Mountain and Mongolian Plateau meets. Hailar adjoins Ewenke Autonomous Banner(county) in southeast and Old Barag Banner in northwest. The closest distance to Russia is 110 kilometers and 160 kilometers to Mongolia.

Hailar means a place where wild leek grows in Mongolian. It is said that wild leek flourished on both sides of Hailar River in ancient times, so people call this place Hailar. According to archaeological materials, there were ancient people lived about 7 thousand years ago. In 1408 (the 6th year of Yongle of Ming Dynasty), there existed the earliest organization structure, which was named as Hailar Qianhu Office. In 1734 (the 12th year of Yongzheng of Qing Dynasty), the government allowed General Zhuoerhai to build Hulunbeier town on the west bank of Yimin River and set up a government office for deputy commander. In 1932, the Puppet Manchukuo was founded. It set up Xingan Bei Province and Hailar was the provincial capital. After the surrender of Japanese Army in the Second World War, Hailar was leaded by Hulunbeier Autonomous Government. In 1948, this government was changed to Hulunbeier Meng (a special administrative division in Inner Mongolia) Government. In October, 2001, it was renamed as Hulunbeier City and Hailar City was changed to Hailar District.

Hailar District is the political, ecnomic, culture, tourism, information and traffic center of Hulunbeier. It covers an area of 1319.8 square kilometers and the built-up area is 28 square kilometers. It will also build a new district of 31 square kilometers in the future. According to the Sixth National Population Census, there are 350 thousand people of Mongol, Han, Ewenki, Oroqen, Daur, Russian, Hui, Xibo and other 20 nationalities. Now Hailar District governs Hake Town, Fendou Town and six subdistrict offices, Zhengyang Subdistrict Office, Jiankang Subdistrict Office, Kaoshan Subdistrict Office, Jianshe Subdistrict Office, Shengli Subdistrict Office and Hulun Subdistrict Office.

Hailar Committee of the Communist Party of China is the leading organ. It is consist of the District Committee Office, Organization Department, Propaganda Department, Politics and Law Committee, United Front Work Department, Office of the Civic Enhancement Committee, Office of Comprehensive Treatment of Social Security, Office of Establishment Committee, Supervisory Bureau, Bureau of Retired Veteran Cadres and other branches.

Standing Committee of Hailar People's Congress is the execution organ of right. It is consist of committees of nationality, law, finance and economics, education, science, culture, health and so on.

Hailar People’s Government is the administrative organ. Its functional departments include Government Office, Complaint Office, Legislative Affairs Office, Foreign Affairs Office, Port Affairs Office, Administrative Approval Service Center, Transportation Bureau, Economic Services Bureau, Costruction Bureau, Bureau of Labour and Social Security, Development and Reform Bureau, Environmental Protection Bureau, Bureau of Civil Affairs, Health Bureau, Tourism Bureau etc.

Chinese People's Political Consultative Conference Hailar Committee is the organ which participates in the management of affairs. It has Committee of Economics, Population, Resources and Environment, Legal System, Ethnic and Religious Affairs Committee, Committee for Handling Proposals, Commmittee of Culuture, History, Education, Science, Health and Sports.

Mass organizations include Hailar General Labor Union, the Communist Youth League Committee, Women’s Federation, Industry and Commerce Association, Federation for the Disabled, Committee on Care for Children, Writers and Artists Federation and so on.

Under the correct leadership of the Party, pelple's life of all nationalities in Hailar has undergone earth-shaking changes since the founding of the People's Republic of China. After 60 years of construction, a city with booming economic, advanced civilization, colorful culture has emerged on grassland of Hulunbeier. With the help of scientific thought of development and direction of protecting environment and developing at the same time, Hailar has achieved great progress, especially in the period of 2006 -2010. During these five years, the GDP has been over 5 billion yuan and then10 billion yuan and 15 billion yuan now. GDP of 2010 was 15.74 billion yuan, which was 3.5 times as much as that of 2005 and fiscal revenue was 1.73 billion yuan, which was 4.2 times more than that of 2005. Local fiscal revenue has been over 500 million yuan, and then 1 billion yuan and 1.3 billion yuan now. In 2010, local fiscal revenue was 1.302 billion yuan, which was 3.2 times as much as that of 2005. Total investment in the fixed assets has come up to 23.63 billion yuan.

Relying on rapid ecnomic growth, social undertakings of Hailar District have witnessed all-round development. In the field of cultural and sports infrastructure construction, Hulunbeier Grand Theatre, Active Center for Teenagers and Old People and Archives have been completed. In the field of education, there is a whole system of compulsory education, vocational education, nationality education and higher education. In the field of medical treatment and health, 98% people own medical insurance for urban workers and residents or new type of rural cooperative medical care etc.

Hailar District has also achieved breakthrough in the field of opening up and national cooperation. In 1992, Hailar and Chita in Russia became sisiter cities. Hailar contacts with Ulan-Ude and many districts of Zabaikalsk friendly all the time. What’s more, it has communicated with UlanbatorKenty and other places of Mongolia and the cooperation with Choibalsan of Mongolia also improved steadly.

The air route between Hailar and Chita opened in 1953 was resumed in September, 2005. It became a scheduled airline with approval of departments in charge of China and Russia in 2006, since then on this airline has become the most convenient sky way for contact of people in border areas. In Agust 2009, Hailar-Choybalsan-Ulanbator airline was opened and it improved friendly exchange and cooperation between China and Mongolia. Up to now, Hailar has held China-Russia-Mongolia Economic and Trade Fair and Products Exhibition six times successfully. In 2010, 300 companies from China, Mongolia and Russia participated in this exhibition and contract volume came up to 2.7 billion yuan. At present, this exhibition has higher visibility in Northeast China and border areas of these three countries.

In addition, there are many advantages, such as location, communication, information, industry and so on, so Hailar is trying its best to construct a leading cooperation area for China, Mongolia and Russia. First, relying on solid industrial foundation, it develops industry in food, construction material, electronic product, automobile and so on. Second, it makes full use of highly processed products of agriculture and animal husbandry and provide them to Mongolia and Russia. Third, it strenghened infrastructure construction of Hailar Airport and made this airport become a competitive one in China. Forth, it cooperates with Mongolia and Russia in the field of culture, education and tourism by means of international sports events and cultural exchange. The total export-import volume in the period of 2006-2010 was 250 million dollars.

Regarding development in the future, Hailar has set the goal of “2141” stratergy. “2” means two centers, that is regional center city and regional economic center; “1” means one core, the core city in the Program of Ecological Protection and Economic Transition in the Area of Da and Xiao Xingan Mountains which is formulated by our country; “4”means four functional cities, a major transportation hub city in Northeast China, a major city for logistics, an important tourism city in Inner Mongolia and a livable city; “1”means the communication platform for cooperation of China, Mongolia and Russia.

Hailar is working hard for development and it plans to achieve goals in 2015 as follows, GDP is 39 billion yuan, local fiscal revenue comes up to 3.3 billion yuan, investment in the fixed assets reaches 24 billion yuan, the per-capita disposable income of urban residents and per-capita net income of rural residents are nearly 40 thousand yuan and 30 thousand yuan.
